This is not acceptable at all.
If you have taken an appointment from the tenant for the vendor to visit, he MUST show on time.
Please check with your MNT counterpart what happened. Apologize to the tenant. Escalate to Ops Manager who has to give a warning to the vendor and add a penalty to them.
